Can I get any opinions on this change I wanna make for my game? Also WHY didn't gamefreak make hitmontop, the balanced stat tyrogue evo, have balanced stats?

Making Hitmontop have more defensive stats than Hitmonchan feels wrong. Also I think this Hitmonlee would still outclass Hitmonchan, unless you differentiate their movepools as well.

The Hitmontop changes feel fine but I feel like you might wanna also make Hitmonchan more physically defensive and less special defensive, that way Hitmontop doesn't outclass both in either defenses

I'd personally make it more like this.
Hitmonchan and Hitmonlee should have the same Atk and Def stats, but swapped.
