The difference here is that instead of that manifesting into a plot to use Nebby to hook up with Ultre Space and leave the Alola region, now littered with Ultra Wormholes, to rot, it manifested into her perfectionist nature swiveling into some sort of weird savior complex due to Necrozma's breakout and contact with the URS. She started to become flippant towards her children because they were in the way of her "saving the region", a mentality which even went ahead and spurred her to try and do it on her own with the Recon Squad, which Phyco/Dulse call out near the climax.
This whole "LUSAMINE'S ACTION DON'T MAKE SENSE" rhetoric is just nonsense spouted by people who didn't pay attention to an already dumbed down story. USUM had a worse narrative, but it's because it removed the focus on the characters to swivel towards making Necrozma the big thread, which caused everyone's arcs but Hau's arguably Guzma's to suffer, and Lusamine comes off as another dindu villain. It's not incoherent, though, even among all of that
