What does that have to do with pokemon distribution? The game has plenty of electric types, and him having non-electric mons makes the fight challenging. If that bugs you so much his team is only electric types in Platinum.

Raihan is a poorly constructed weather team though, none of his Pokémon really benefit off of Sand except Gigalith who is also the setter.

It’s even more glaring when they introduced two Dragon-types who have Sand Rush and aren’t otherwise immune to Sand in the same gen but just don’t use them

I don't mind the concept of Gym Leaders not having all monotype teams, and Volkner/Flint are bros who train together so them having their teams the way they are makes some degree of sense, but I think Volkner and Flint's teams would be more interesting if DP actually DID have other Fire/Electric types (Pachirisu doesn't count because who is going to give Pachirisu to the 8th Gym Leader) but just chose not to use them.
