Since their philosophy towards competitive (and competitive accessibility) has changed (see: Gen 6 with Destiny Knot, Gen 7 with Bottle Caps, Gen 8 with everything else), it was only a matter of time until Hidden Power would be evaluated and deemed a pointless hurdle towards the optimization of a Pokemon (specifically its moveset).
The much better solution to the problem Hidden Power half-fixed is to deliberately expand learnsets for Pokemon that could use more coverage, which is EXACTLY what they just did in Gen 8 (right when they removed Hidden Power - hmm, seems the two might be connected no?).
Removing Hidden Power also allows them to have more control and balance things better because they don't have to deal with the sheer flexibility it enables (e.g. HP Ice Landorus, HP anything Regieleki, the list goes on).
