At some point they'd just have to take liberties with the pokédex roster so that pokémon that existed in Sinnoh in ancient periods no longer do in the modern age, not that it never happened before.

Oak was also shown to use not-pokéballs with a twist vae to unlock them too, by the way. They've also been stated to be a recent invention, everyone using apricorn/similar balls before hand.

It might just be the original Sinnoh national dex, so like 151 (Sinnoh mons + Geodude, Abra, etc.), or perhaps the national dex, excluding gens 5-8. Either way, we know for almost certain that they won't have all 900 some-odd Pokémon (minus fossils/anachronistic Pokémon). That would hurt Home sales.

I don't think they have their Pokéball lore figured out. Or any lore figured out, for that matter. They're like the Jojo series, just adding things and forgetting their own story as time goes on, except Pokémon can just hand-wave it away with multiverse bullshit.
