>>46375200Just because trainers aren't a concept yet it doesn't mean you can't encounter people who try and attack you with their Pokemon. It's still common enough to receive Pokemon that a kid can get one. Maybe battles against other people will be reserved for bosses? Or with bandits/enemy groups. Either way I'm sure they realize they need to scale the difficulty as you progress through the game and just fighting wild mons won't be enough content.
