Let's assume modern day Pokemon takes place in modern time. Arceus and the Jewel of Life took place "thousands of years in the past" according to Bulbapedia and the ancient people had some vest they used to control pokemon. Feudalism took place in around the 1400s. So it is actually plausible that Feudal Sinnoh had functioning pokeballs, albeit very early versions.
