To imply Cyndaquil is a rat because of its inclusion in the artwork is to imply everything here must also be a rat including Pichu and Pikachu, mice, Sandshrew and Sandslash, a shrew and a pangolin respectively, Togedemaru, a hedgehog, and Marill, another mouse.
