Plot summary for pokemon legends: Arceus
You are a mercenary recruited by the ambassador of an unnamed region to help unify the warring factions of the sinnoh region and liberate its people. You must do this by defeating the 13 warlords of sinnoh. There is no more leveling so you are free to battle them in any order. Kawasaki is a pirate who controls all sea routes to sinnoh via her Lugia, using it to pillage trade ships and isolate the region and its people from outsiders.
Orochi is a shogun who monitors sinnoh from the skies with his Rayquaza to find territories which he has yet to claim.
Shiraishi and Kuroki are two princes fighting over the throne of their late father. Kuroki has a Reshiram and Shiraishi has a Zekrom.
These are the only warlords I have any information on so far. When you defeat them, you confiscate their pokemon and send them to the ambassador for safe keeping.
There are also NPCs known as companions you can recruit to join you on your journey. The three I know of so far are Mizuno, Hidaka, and Kaminari who use Suicune, entei, and raikou.
Once the warlords are all defeated, the ambassador sets her real plan into motion which involves using Arceus to recreate a world without war, greed, and corruption that has ruined sinnoh and many other regions. You stop the ambassador before she can fight Arceus but she's still successful in awaking Arceus which you must battle. After defeating Arceus, the ambassador is taken into custody but before being taken away, she acknowledges the error of her ways and promises to help sinnoh the proper way if they ever let her back out.
