Actually it seems the Game Freak has chosen to have the pokemon run at a lower framerate to keep the rest of the world running smoothly. It's like how Smash 3DS had Assist Trophies and Pokemon run at 30fps instead of the rest of the game's 60fps.

Legends was dead the moment they announced the TRUE remakes.
BDSP are the SWSH-style remakes everyone really wanted. Legends is just another stupid open world GO-clone to appease LGPE kiddies.

Most areas in the overworld, especially in the wild area (ESPECIALLY whenever online was turned on).
In-battles whenever Pokemon with a lot of particle effects are on the field, during sandstorms, or double battles in general.
SWSH doesn't really run any better than XY did, except XY at least still let us do Triples/Rotation anyway.

I don't know if the animation is meant to be a placeholder, or the fps is just dropping, but either way it means they haven't optimized shit... and is such a simple take, I wouldn't be surprised if they were using a shitton of lighting and rendering the whole fucking world with the pokemon instead of using occlusion culling. If it were me that would have been one of the first things I'd want to fix before showing a trailer desu, at least to not look like I'm rushing things if I have such a close release date.

To be completely honest, "low FPS animations" could be an legitimate artstyle, though obviously every other element would have to adhere to it, which is doesn't. I wouldn't give GameFreak the benefit of the doubt though.

Yes, because a "soulless BOTW clone" is the right direction. It could work. But not under the company who couldn't make one open area of their last game look good. They could've given this to Monolith Soft or the BOTW devs, but no. Let GF deal with this one.
