Nintendo and the Pokemon Company, like most Japanese corporations, are the dumbest motherfuckers that have money. So afraid that people won't like and buy the thing they have EXACTLY been begging for to be made for over a decade that they had to force Game Freak to slap a stupid subtitle after "Pokemon" in it's name so that way if it fails they can chalk it up to it being a spinoff.
