Now that the tiers have gone through the quick shifts because of DLC they're back the regular schedule. Shifts every month are way too quick normally. You don't want tiers to constantly rearrange. Next shift is in April.

BDSP will not really affect anything tiering wise.
This isn't a new gen needing a full tier rework, it's just a remake.
At worst it will get it's own little side meta no one will play like LGPE, at best it will just bring back the few missing Sinnoh dex mons like Gliscor and move a handful of mons down the tiers.

We'll get Gliscor, Arceus, Darkrai, Shaymin, Manaphy, Staraptor, Empoleon, Infernape, Honchkrow, Ambipom, and Yanmega back, and those are only the Pokemon from Sinnoh that are at least decent. If we also get all the missing Pokemon from gens 1 - 3, we'll get back Breloom, Deoxys, Smeargle, Forretress, Feraligatr, Muk, and potentially all the good megas from those games, like Lopunny, Medicham, Beedrill, Aerodactyl, and so on.

Scizor is underrated. It has almost 90% winrate in SPL. Highest out of any Pokemon that has been used more than like once or twice. People are realizing it checks shit like Kyurem, Rillaboom or Reuniclus.

That's why I use it. You can never be too sure with your Rillaboom and Kyurem checks, so I always pack at least 2. It also fucks up the Slowtwins with U-turn, Volcarona with Dual Wingbeat, and can clean up Dragapult after 1 or 2 switch ins on spikes or stealth rocks.

Infernape would be amazing in the current meta where there's basically no Fire types in OU, other than Moltres and Heatran, and Infernape kills Heatran handily.

Staraptor might be an asset, too, considering it hits super fucking hard.

With the lower overall speed tier, Staraptor doesn't need to run scarf anymore, and it can ram through progress against bulky Pokemon. It's basically physical Nidoking in that aspect. Anything under 100 base speed gets fucking blended.

There's also mons like Kyurem and Obstagoon that fuck its shit up, SD Rillaboom, Zapdos, Koko and Eleki with Future Sight support to prevent free Chomp and Lando switches. Personally I find Ferrothorn to be dreadfully fucking annoying now without Specs Mag and Cinderace.

Infernape is unlikely to really be a big deal when Landorus, Slowbro, Pex, Fini, etc are all common right now and even the much stronger Blaziken can't put big enough dents in them to work.
Staraptor has always been good at deleting stuff, it's problem is it kills itself. Plus Corv and Zapdos usage is high so it might not even actually kill anything while still killing itself.

None of those are counters to it, though, only shaky checks. Kyurem is hard-countered by Scizor, and doesn't like Koko, Lele, Clefable, or Corviknight. Future Sight is blocked by Mandibuzz, one of Toxapex's most reliable allies since it's outright immune to 2/3 of Toxapex's weaknesses. Zapdos barely does any damage to Toxapex, and certainly not enough to stop it from being a free pivot, unless you're running max SpA.

Toxapex on its own isn't a problem, Toxapex with 5 teammates is a huge fucking problem. It's absolutely impossible to kill and nothing wants to switch in on it. Rillaboom doesn't want to switch in because of burns or Knock Off. The slowtwins don't particularly care for losing their item, either, and you can predict their Future Sight coming from a mile away and just switch. Obstagoon is a shitmon and also doesn't want to switch into a Knock Off before it gets its burn up.

Infernape was better than Blaziken until the latter got Speed Boost because Infernape has actual coverage and doesn't remove itself from the game for attacking. It's more similar to Cinderace than it is to Blaziken, just without the Libero. It has like 10 different sets, and you don't know what it's running so you can't switch in easily.

Well guess what, Blaziken still has speed boost and thus is better than Infernape

Their coverage is basically identical.
In this case Blaziken actually has better coverage because it can learn Knock Off
The only notable thing Infernape has over it is Stealth Rock, which cuts into it's coverage lol, and Grass Knot for special sets.

If Skarmory is actually UU by the time Staraptor comes out I can actually see it being UU instead of UUBL for once. Of course looking at recent usage stats people have discovered that Skarmory is actually still good in OU and it would rise to OU if this was a shift month so I wouldn't get my hopes up but still.

Sure, physical Infernape would just be a worse Blaziken, but it doesn't have to run pure physical. Unlike Blaziken, you don't know what it's going to be running when it comes out. It has more sets than Landorus-T, and is fantastic team glue.

Staraptor actually only takes ~25% from hitting a max power Brave Bird on Toxapex and Clefable. If you're hitting Blissey with it you're going to fucking die, yes, but it can take out 2 or 3 'mons quite easily. Corv, Scarm, and Zapdos are problems for it, yes, but even Urshifu and Spectrier had Pokemon that countered them.

Infernape had access to Z-moves and HP Ice in Gen 7 and that didn't really help it be good in OU. I don't see what changed this generation. I guess U-Turn sets could maybe abuse HDB but still not sure what that accomplishes over faster/stronger offensive pivots.

You're not factoring in rocks and sandstorm and shit like that. Sure, you can run HDB and even Roost but at that point why not run one of the other birds? With HDB it's not gonna hit that insanely hard since it's giving up its item slot.100 base speed is decent enough but not that amazing without scarf. Its bulk is underwhelming as fuck even for an offensive Pokemon. Basically Staraptor is decent but not quite good enough in OU in most categories. Maybe it has some niche viability on certain teambuilds but offensive builds would probably rather use Zapdos-Galar.

Gen 7 was a lot faster than Gen 8. Keldeo, Mega Alakazam, Mega Lopunny, Greninja, Ash Greninja, Serperior, Mega Latias, and Mega Swampert (in rain) all outsped it. In Gen 8 OU, there are only a small handful of Pokemon that outspeed it.

Was one of the most used moves, alongside Pyro Ball and HJK, on Cinderace for a reason. It doesn't hit nearly as hard as Cinderace's Gunk Shot, but it's still valuable coverage that can deal significant damage to, say, Slowbro, and of course Fini.

A counter has to be able to beat every set the opposing mon can run.
That's why Cinderace is considered banworthy even though any set it runs has gaps in its coverage.
