Armchair theorycrafting here, but I imagine it shouldn't be too hard. The engine changes between FRLG and Emerald are probably tiny if extant at all, so you might be able to get away with just copypasting the relevant code, assets, maps and scripts. I am an absolute noob at ROM hacks though so I could be totally wrong.

Surprisingly Hard, coding several whole new modes is actually quite hard and time consuming, and you can't even cheat by drag and dropping from emerald even though both games have been completely decompiled. Developing several facilities would take quite a bit of effort and time, but I've seen people do worse so that's that. This reminds me that time on other shores when I asked if it was possible to make a naturism mod for ORAS just to get jumped on by everyone in that thread as they started insulting me and calling me a spoiled brat, good times

You would have to start from scratch. You can’t just copy and paste it from Emerald into FRLG. The offsets and scripts used in each game are wildly different. It’s probably easier to edit Emerald to match Fire Red’s maps, trainers, available Pokémon, scripts, etc than it would be to write the entire Battle Frontier into Fire Red.
