The idea of generations is irrelevant at this point anyway since all of the game pairs are only independently compatible with each other. For example, there is no longer the expectation that all gen 8 games will trade with each other like was previously assumed when every game supported all existing Pokemon. For this reason, they could easily just throw in however many or few Pokemon per game that they want. It doesn't have to come as a big wave.
Hell, gen 8, 9, and 10 could even theoretically all be compatible with each other through Home. The precedent of only allowing certain Pokemon in each game is already set, so making it a one-way transfer doesn't simplify anything anymore. What's stopping them?
