Correct me if I'm wrong but the DS games use 3D models in the overworld, so they'll never be as easily editable as the GBA were. The best we're ever going to get is simple trainer/wild pokemon edits and script changes with nothing on the same scale as GBA romhacks were.
Plus most people have moved on to Essentials by now so there's isn't really a big demand for major DS modding tools.

There's Gen 5 romhacks out right now that add Gen 7 Pokemon (and other fakemon), can edit scripts, and do some other weird shit
Unfortunately the only kind of original BW hack right now is Dark Rising tier (Omega Paradox, which looks like shit and has stuff like Yugimoto and Ash as characters) so just wait another 5-6 years for spectacular shit

Nah, people have been editing DS maps and doing 3D shit since last year and a guy recently came out with a way to put Gen 5 Pokemon in Sinnoh. It's only a matter of time before the really crazy stuff starts
