Chronicles was an addition to 4th Edition (think Base Set 2, but if it had been printed before let's say Neo Genesis, and had included cards from the entirety of all the Gen 1 sets) and that set Chronicles included even MORE cards that had been left out of 4th Edition. So ((((INVESTORS))))) got up in arms about how reprints had killed the value of their collections and how this was THE END OF MAGIC AS WE KNOW IT because their Shivan Dragons weren't worth $50 anymore because any timmy could walk into game store and buy a pack of 4th Edition and pull a new one (nevermind the fact that Black Border versions of the cards were still more valuable). So WotC, in a dumbass bonehead decision that they've since come to regret, said fine, they were never going to reprint certain cards ever again, ever, no matter what*. They've largely stuck to that promise ever since, with the few exceptions and loopholes being things like oversized non-playable versions of cards, and a few foil versions of cards *(but that part of the loophole was closed in 2010 after people got pissy). Personal opinion: It doesn't really matter because plenty of cards that weren't on the reserve list have printings that are less than $10 (like Shivan Dragon and Birds of Paradise) while Alpha/Beta copies of the cards still go for Base Set Charizard level prices.
Another thing is that Time Walk is absolutely fucking busted. It's from Alpha (the first set of MtG) and it's a part of the Power 9, the 9 most powerful magic cards ever printed
aside from fucking Oko. Proxies don't really matter because it's limited to one per deck and you need a real copy in order to play with a proxy in official tournaments anyway.
