Fog should be on the overworld, it was neat. It did not need the battle mechanic at fucking all, but it did look cool. If you didn't have the battle mechanic, you wouldn't even have to worry about the HM aspect, just let it stay on the field.

Something creating fog with a move sounds cool, but would probably be way to ridiculous for ingame play if it cuts everyones accuracy except for Keen Eye users. The field would just become a crapshoot for the next 4 turns

Fog exists in the overworld in Gen VIII, turns the battle zone into Misty Terrain. So unless they removing that, you don't need Defog, likely.
