I think probably yes for overworld scaling since “third games”/sequels/DLC usually test new ideas and pic related, but it’s hard to tell since a disturbing amount of “large” Pokémon are like, 5 foot 2.

Reminder that Wailord isn't scaled, the encounter spot is scaled. Changing the encounter will spawn other large pokemon.
