Fire-types are immune to being burned, and cooking is just very precise burning.
Torchic, and all fire types for that matter, would be raw no matter how much you tried to cook them.
You probably wouldn't get sick, because the fire would still kill the bacteria, but raw chicken still wouldn't taste good and you'd be disgusted instinctively because you know eating raw chicken is bad.
