Stunfisk was originally Water/Ground but they made him Ground/Electric for "diversity" and balance reasons. Jellicent was Water only but then they slapped Ghost on it for the same reason.
Any time you see shit like Ninetails not being part Psychic, Flygon not being part Bug, Electivire not being part Fighting, Nosepass line not being Rock/Electric, etc. its because GF is too retarded to balance properly while also maintaining good diversity. I bet Ninetails WAS going to be Psychic originally but then someone probably started bellyaching over it being too obtainable early game onntop of how Psychic was busted in Gen I.
