The odd egg actually takes a bunch of Pokemon out of the appearance pools for the sole purpose of making the odd egg the only source for them. It's missing HGSS' more all encompassing roster enhancements as well, there's also gen 2 Pokemon that don't appear in Crystal like the staple Mareep line which are gold and silver only
Even GS has an early game Jigglypuff that neither Crystal nor HGSS has
