1. He usually teamed it up with M-Gyarados, in that particular setting it works better than Clefairy, which was the best all around Follow Me support at the time.
2. He also said in an interview that his team originally had Amonguss, which also pairs nicely with M-Gyarados and fills the same role with Rage Powder, but too many people knew his team so he decided to switch it up.

amoongus was very strong because of rage powder letting kangaskhan setup freely and whatnot, so a lot of people started bringin safety goggles mons (zapdos was the most popular) to counter it. Pachirisu was one of three (maybe two) pokemon in the vgc14 pool that learned follow me (which cant get bypassed by goggles), plus it had volt absorb which would make it very good for protecting gyarados, and good support moves in nuzzle and super fang.
It's not that pachirisu was particularly good as much as it was the best thing available for that purpose. If something like togekiss was available back then it probably wouldn't have been considered as much

He ran Mega Gyarados and Talonflame, who were both weak to Electric.
Amogus was the best redirector and resisted Electric, but it used Rage Powder, so opponents ran Safety Goggles to counter it.
Pachirisu had Follow Me, which couldn't be prevented by Safety Goggles, and it was immune to Electric instead of just resistant.
It also had Nuzzle, so it could paralyze even when taunted, Super Fang, so it could cut opponents' HP in half without any offensive investment, and shockingly good special bulk (no pun intended).
