Just the classic pivot set would be decent.
Volt Switch and Hydro Pump are mandatory with your choice of Defog/Pain Split/Will-O-Wisp in the last two slots.
Invest enough speed for Adamant Ttar and Max HP and a defense.
I'd go with SpDef instead of PhysDef though, just for Heatran because God damn is Heatran annoying without Gliscor around.

Unfortunately, no.
Only OU-by-usage mons are truly usable in OU.
And even then, only the top 6 on the usage stats.
