of course there are a few "stock art" sugimori cards that genuinely work, but these have things that set them apart from the vast bulk of sugimori illustrations. the lugia is a great example. the illustration was either made for the tcg, or it's uncommon enough to feel fresh when you see the card. it's also framed in a dynamic way (instead of being perfectly centered like the vast bulk of sugimori cards), and its abstract background works because 1) it doesn't look like a stock image, and 2) it's just meant to be the sky.
same thing goes for a handful of other cards you mentioned: shining magikarp and dark charizard are framed in an interesting way (it's not just the whole pokemon in a standard pose perfectly centered in an abstract void).
many of the other cards you mentioned are only "iconic" because they're expensive. no one actually gives a fuck about these cards because of their aesthetic value.
