They hardly ever seem to consider it in personal endeavors and it constantly gets shafted by them despite it often placing high on lists and having a huge fandom. Even to the point where it doesn't even appear in Galar and is always treated as an unimportant possibility for roster considerations, kinda like being the only Smash Pokemon not in Pokken, or not even being in the reveal roster of Unite. Also, it wasn't even a Staff favorite, unlike Lucario, Sylveon or Incineroar, not even form from Kalos (Sugimori's favorite from Kalos is Sylveon, which makes sense considering it actually was the most prominent Pokemon in early X/Y. Other staff favorites mentioned were Fennekin and Aegislash, but no one mentioned Greninja).
The part of the team that actually likes Greninja is most likely TPCi, but that's because they're the part of the company that is solely focused on Demographic Research, and they know Greninja merch sells really good. This also explains why you see a lot of Greninja coming from third parties, but no Greninja Worship in the Main Series at all. If we ever get Greninja Bridge or any other Greninja Landmark in the maingames, stupid main quest lore about how it was the first Pokemon to Primal-DigiMegavolve or if we ever get a region set in Feudal Poke-Japan with Ninja Buildings as the Gyms, THEN will i safely say GF is starting to promote it too much.
