They're only releasing Legends after holiday season because they wouldn't be able to finish it this year
But if Gen 9 was also releasing in 2022, they'd have to announce it in february, around the same time Legends is probably being released
So tell me, why would GF announce a new generation AT THE SAME TIME they're releasing a game that they consider important enough to delegate the actual DP remakes to another company?
Legends is clearly supposed to be something they have high expectations for. Announcing a new gen at the same time of Legends' release would not only cannibalize its sales (more than the DP remakes coming right before it), but it'd also mean they'd have no time to gauge the player's response to that game and implement it in Gen 9.
Remember that overworld encounters were only included in SwSh because GF realized people like the overworld encounters in LGPE.
So they'll only release Gen 9 after they've seen what people liked or not about Legends, and try to put some things from that game in the next ones
And since the holiday season always gives the best sales, there's no reason to release Gen 9 in spring 2023 instead of fall 2023
All of these are arguments based on facts that you can't disprove
So Fall 2023 unless they decide to delay it to 2024, which I doubt
