Rhydon has always been a sorta blueish grey in his 3D appearance. appearing a bit more blue in some places than others. Legends seems to have an actual big directional light source effecting the pokemon, colored based on the time of day (blueish white light during day, orange light during evening, etc.), and the bright blueish light combines with Rhydon's existing slight blue-ishness to create a very blue look overall.
