the steel type it is hitting has high physical defense so the fire punch does a lot less damage than perhaps a flamethrower

why even have it be able to learn the move then? obviously using the special fire on his fist is a worse idea than throwing the special fire or whatever

the monster's strength does most of the damage
it wouldn't have really mattered what kind of punch it used
it could have used a normal punch for around the same damage boost from STAB on any monster
so fire punch is almost useless to put on the fighting ty--
but wait- because of it's SPECIAL qualities, fire punch can HIT GHOSTS
the FIRE hurts the GHOSTS because it's SPECIAL and all of the fighting pokemon's PHYSICAL strength does the damage
