Yes, those would be the ones that notably produce milk for humans, just like it real life how we don't talk about ferrets producing milk, or rats, or cats, or pigs, but they all do.
Pretty much all mammals produce milk, so it's not unreasonable to think that pokemon produce it too, and because of their breeding habits, it makes sense to only have two breasts.

You mean the egg group that Toxtitricy, toxicroak and beheeyem are exclusive to? And even the machop line that is reptile like? No, you're misinterpreting what humanlike means in the context of pokemon. All it means is if a pokemon walks on two legs, there's reptiles and amphibians that are exclusive to that group and an octopus that is part of that group. That would only apply to Lucario, Cinderace and Lopunny who are part of the mammal group.

You can't apply irl logic to pokemon. Sure some pokemon have a fairly similar apperance to irl creatures but that's only superficial. Not only are they capable of impossible feats apparently no one knows who they even reproduce. And there's the fact that they can produce offspring with vastly different species inside their egg group. Skitty and wailord come to mind. Point is you can't use irl biology to justify having tits on a pokemon. The only ones that are justified are Jynx and Nidoqueen, anyone else isn't.

Which these are magical creatures btw. Pokedex and in game do reference pokemon taking shits so that's not out of the question. There's no reason to believe any pokemon aside from the two mention has breasts, they're all mostly flat as Arkeos intended it to be.

It doesn't matter which one it is, a blaziken or a gardevoir doesn't need to be drawn with human tits since they don't have them. Most of them can breed with a wide variety of pokemon.
