They are Digital Monsters, entities made out of data, programs based on mythology, science, history, anthropology, sociology, etc. Digimon live inside a host computer and exist as functions to protect the computer. Look at Pulsemon, for instance, where it was created from heart monitoring and EKG data from hospitals and gyms. Pulsemon can evolve into a wide variety of Digimon based on the types of exercises it is exposed to and the level of activity it undergoes. Pokémon was supposed to be about monsters living in a pocket gaming device but GF made them organic creatures arbitrarily forced to evolve into a single form.
Compare Pulsemon and its evolutions, where they all differ based on the data and energy exposed to them. A Pulsemon that evolves into a Bulkmon gets different training than one that evolves into a Runnermon. But every Scorbunny has to evolve into a football kicking Raboot and Cinderace. Or every Galarian Slowpoke must be bit by a Shellder based entirely on where it is bit (the cuff or the wreath) to evolve. In Digimon, there is no set evolutionary path.
