It's just a really bright light reflecting on him.
Rhydon in the leaked picture has the same thing.
If they wanted to make a form, Im pretty sure it wouldn't look exactly the same.

My guess is that it's a placeholder texture for some sort of Aura-related feature. Either that, Game Freak is changing it's shiny to match early Sugimori art >>46472264
