Based on what we do know about the game, the people came from a different place and set up a colony on Sinnoh, so the people you see are not native. They could have very well moved from Johto to this colony. Alternatively, the clothing and architectural style of the colony could have been inspired by Johto because the option of Cyndaquil as a starter (and the mention that the starters were taken from their native countries) proves that at least one person from the colony had been to Johto.
That being said, I would have much preferred to explore Johto in this style of game to Sinnoh, simply because of how gorgeous Johto is.
