I don't even want this thing to be top top tier, just to not be complete shit. 100% sleep chance and a unique ability / move would at least make it a whole lot more fun to use

I would change the ability's name from "Singer", to Amplify, to make it more fitting for more Pokemon + be more descriptive to the ability's effect
I'd also change Inflated Intone's base power to 100, since 90 seems a little low. I think Moonblast is already 95BP, so why use II over MB?
Other than that, very solid rebuild. I think this would significantly boost Wigglytuff's viability. Possibly making it OU, with it's 100% accurate Sing's + boosted Speed, to more easily spread sleep
