As for the Hoenn games, the region didn't have a fully fleshed out personality until after gen 3's release when it became looked back on as a tropical land. With that in mind, several characters appropriately have tanner skin for the remakes.
Similarly, Burnet is white and canonically tanned as she moved from Unova to Alola.
As for the XY swimmer, she was always tan to begin with. No one gives a shit if she's slightly tanner in a spinoff game. And actually, I don't think anyone cares about any of this at all.
