The ones like Mewtwo, Greninja, and Cinderace who are already OU and higher are excluded for obvious reasons.

i won't say speed because if everything is ''fast'' then it won't matter anymore, but i think buffing hp is very important mostly so it doesn't die in 2 turns

Most of these are perfectly usable in OU, only a handle full of them need or deserve buffs.

Charizard: Can fuck off. Already got TWO megas and a Giga that dominates VGC

Incinerator: 60% usages furry wrestler can fuck off too

Pikachu: Can fuck off as well. Already gets a special snowflake item and a Giga with speed control.

Gengar: UUBL is functionally OU

Eeveelutions: Get the Partner Eevee moves based on them

Lycanrocs: +15 in both defenses, +15 in Atk. -15 SpA. Maybe they all get fighting as a second type.

Snorlax: Slack Off

Toxtricity gets 2 unique formes and a Gmax and is probably the Pokemon on Turffield hill and was on a poster in S&M.
Azu and Kiss are evolved formes of Marill and Togepi, which were pushed hard before GS even came out. And because GF doesn't have utter contempt for them like they do for Raichu, I think that makes them shillmons by proxy.

Why would you want these mons to be OU? As it is, you can use them in many tiers.

Just because a Pokemon is NU or RU or even untiered doesn't mean you're not allowed to use them in higher tiers.
