If Giratina is meant to be the embodiment of antimatter, I think it's less that he was 'exiled' as a punishment and more like he literally can't exist in the normal world. Like he's made of something different than atoms so he doesn't even have a physical form outside of the distortion world. When he appears in the spear pillar he's only a shadow after all. I'm probably talking out of my ass but I always had the impression it was something along those lines

Cover story, the truth is that Giratina is actually made of antimatter so it existing in the normal world causes it ceaseless agony....hence why it was violent, and why it defends the land since otherwise it's in pain outside of that world
