Even if it was, they probably did it to make the most disasterous game possible based off of pokemon fans worst ideas, and will make it into a gag gift. They might have done it to make an amazing ambitious project, or they are making a gag gift.
I am probably going to have to say the ladder because there is no way they are making two major releases that quickly even with outsourcing.

They're getting buttfucked by their superiors surely, all of this drama about the national pokedex and swsh piss-poor animations and rendering put then on blast. Even if it's not a big dent in their sales figures, it's going to make them crack later when even the most die hard fans of the séries start joining the shittalking dogpile, you can see it's starting to happen even now.

Now that they're know they are getting exposed, the pressure to launch something good starts to mount, this Legends game plus the sinnoh remakes are just an effort by Game Freak to show face and prove that the fans "don't need another studio making the core games" and that "Game Freak is a good developer", which is bullshit.

They haven't learned anything from Alola and they sure haven't learned anything from Galar either. That Little Town Hero fluke of a game was concrete proof that post-gen IV Game Freak does not know what the fuck they are doing.

Part of me thinks this game is being done for damage control. SwSh sold really well, but all you ever hear on social media for the past year or so is that Pokemon is dead or mediocre compared to the rest of the Switch's offerings. Not even just from diehard fans, either.

It's not about just money, it's about reputation, if you have a reputation you gain recognition value. Nintendo loves to maintain a reputation, that's how they milk their fans dry even with the worst business decision possible.

Imagine pokemon without the brand recognition it has today, would it still sell like hotcakes? Yokai Watch nearly dethroned pokemon on it's hometurf but Level-5 dropped the ball, they had lightining in a bottle for a moment there just like GF, but failed to gain recognition.
