Gen 2 Pokemon are just seen habitually in the franchise because the dex was well designed with iconic Pokemon and an intent to fill out ecological niche's.
Post Malone just used gen 2 inspiration because he's an artist and gen 2 has the most aesthetically pleasing sounds and looks.
Romhackers use gen 2 as a base because it's a fun region to fill out with details and because using Johto pretty much guarantees a base amount of interest in their hack
Johto redrawn happened independent of gamefreak just because fans liked the region
