Why was torterra such a trash design and Turtwig was pure kino 10/10 pokemon starter design?

Grotle wasn't bad either, at least it kept some of the looks from turtwig but Torterra looks like a whole different design, like it looks like it came from gen 5.
All I did was throw torterra and grotle into pokemon fusion and got pic related and its a 100% improvement (if it kept the tree)
