It's alright, but people overrate it a little. Colress is also a bit of a letdown for a character, he isn't as fleshed out as I wish he'd be. A clueless autist jap saw the color "grey" and themes of "neutrality" and tried to personify that but with none of the substance.

He does pretty much just come and go throughout the story without doing much of consequence. He needed actual onscreen scenes of him doing evil shit--on his own, not just as a part of Team Plasma--and then turning around and being equally benevolent when it suited his research.
