Most games don't go beyond a certain amount for this reason. Pokemon probably has the highest scope when it comes to individual assets than any other video game series.
Gamefreak has a shit load of additional organization flaws that hold things back too but for Pokemon to look like Stories or similar games, Gamefreak would need to drastically reduce their scope when it comes to things like monsters and attacks so they can focus map development. Pokemon's problem is that it goes for quantity over quality.
