They print six boxes for one case, and sell the case as a whole. You can not split up cases, or rather they will never choose to split cases.
This is why it goes from TPCI to an LGS/Distributor, because the distributor buys at wholesale and then breaks the cases and does with what they see fit for the boxes inside.
Interest in sets does not matter to a large company, like I said before, they are first and foremost a game. You have to remember while they are doing reprints, they also have to consider whatever set comes next.
They will never EVER halt production of NEW sets for old ones.
The best thing you will ever get is a bunch of shitty packs nobody wanted repacked into a specialty product like the pokeball tins.
