Admittedly yes, Blue does have an arc, and it's one of the better ones- as I said in the original, I like him more after he's a rival, but that's probably because it's only then that he becomes the humbled version of him we see later.
Silver doesn't have an "arc". He has a stairstep. He's one way for the entire game, and then he's not. It's not gradual, and there's no change over time, it's just boom, now he loves Pokemon. It's shit writing.
Wally has a similar problem, we first meet him when he's timid and then we fight him at the end when he's cool now. It's a solid little scene, but it's hard to call it an arc when it happens entirely off screen.
Brendan/May "realize their feelings for you", what? Maybe in ORAS, but I played through Gen 3 last month and don't recall any of that. Even if they did, that's not an arc, that's just player worship.
Barry might stop being such a hyperactive twat but that just leaves him as very unremarkable, since his only personality trait is "hyperactive".
Cheren is not Hop done better, what? Literally the only thing they have in common is that they both end their arcs as intellectuals.
Bianca's arc is fine too, but it's much less rewarding than Hop's since it solves itself fairly quickly and we never see her really get challenged on that front. What makes Hop work is that he starts off trying to be Leon, and then he realizes that not only are you too strong for him, but he spent so long in his brother's shadow that he didn't realize what he actually wanted. With Bianca, she was never really super interested in being a trainer anyway, so her ending up with "eh, maybe i'll be an aide instead" is nice, but it's not as cathartic.
Hugh gets the purrloin, yeah, but his actual personality and character aren't any different before the beginning of the game than they are at the end.
