Pokémon falling into lower tiers during the transition to Gen 8 is NOT exclusively caused by power-creep.

In Gen 7, Pokémon had to have 3,41% or more usage to make it into a tier. However, Gen 8 has a harsher cut-off at 4,52%. Not only does this mean that Pokémon that would have made it into OU under the old cut-off don't have enough usage for the new cut-off, but it also impacts balance of UU - it gains access to more powerful Pokémon, pushing out ones that would otherwise be solid there, which can keep snowballing even further and indirectly affecting RU, NU and so on.
Chances are your favourite Pokémon would be keeping up pretty well and is only struggling as a result of the raised rise/fall cut-off - GameFreak isn't purely at fault.
