Even so it doesn't really matter that they're not called animals and it's only half correct since the Ultra Beasts exist and beast is another term for animal, usually for more big and dangerous ones. Pokemon in universe exist in an animal like role. They're not like Elves from fantasy games like The Elder Scrolls or the aliens from Mass Effect. They're the wild life and behave accordingly. They live in the wild, have no civilizations, don't engage in diplomacy. They simply exist and are captured by the player with no repercussion for the player. They're tamed, raised and bred for battle and some are even kept as pets. That also includes the way pokemon interact with humans which is very much pet-like. It's a strong reason why pokemon are seen as fictional animals as opposed to a Dunmer or Argonian from The Elder Scrolls. They're not people in their universe and are the wild life.
