Any other based Mons like Quagsire who are technically very bad but somehow end up not only playing with, but actually bullying the big dogs?
With the exception of Ditto since that one is obvious.

Kyogre doesn't learn Grass Knot
In fact Kyogre learns no grass type moves unless you waste a slot on Hidden Power Grass, which still doesn't always OHKO Quag depending on the set either one is running and guarantees that it WILL be walled by Shedinja
Quagsire also has a niche in that it can hard-wall other legendaries and set-up mons. Quite notable outside of just merely Kyogre, in Gen 8 Quag was one of the only ways you could hope to not get 6-0'd by Zacian since it ignores the attack boost it gets and play rough does roughly 1/3 before those stockpiles get factored in.

Quagsire is low tier because of two things only: Low usage and the fact that it's very defined niche makes it only work on specific types of teams. But underestimating one is a really bad idea.

Sableye. Of course, it shot up to being downright broken once it got a mega-evo, but I'm talking about the base form. In Gen 5 it got Prankster and I loved using it to troll the fuck out of people. WoWing everything, priority trickbanding onto special setup sweepers, tanks, and walls, etc

Smeargle's got god-awful stats keeping it low-tier, but its movepool means it'll always have a niche in every tier it's allowed in.
Shuckle's another mon that transcends tiers. It's a great suicide lead with sticky web and sneaky pebbles. Can't set every hazard like Smeargle, but it can survive a hit without focus sash.
Shedinja used to unironically be a good Uber pick. If anything, it's better the higher the tier it's being used in.
Torkoal got really screwed by the Drought ban in UU. It's OU viable and could potentially be great in UU, but it's stuck in Untiered.
Other than them, there's mons whose gimmicks got banned, like trappers and baton passers.

While this is true it was still a sight to behold seeing little shitmon stranding there with Monsters like Salamence and Garchomp, tanking the most powerful Dragon-type move in the game.

Before the dark void nerf, Darkrai was a prevalent enough force in Ubers to where vital spirit Primeape was a perfect check to it.
Likewise, in gen 6-7 scarf cloud nine Golduck saw usage in Ubers as a very specific counter to Primal Groudon running the game for a large time.
