Lance's Aerodactyl knows Rock Slide in the Generation II games, although Aerodactyl could not know this move until Generation III.

Rock Slide is a TM in RBY. It is incompatible with Aerodactyl, however.

There is nothing wrong with putting the player up against some things they can't use themselves. Battles in Pokémon are entirely symmetrical outside of rare occurrences such as Lance's underleveled Dragonite, and that's a big reason the games are so damn easy.
