It's more of a mod than hack. A hack would make significant changes. A mod is a minor edit which is what B2W2 are.

3rd versions have always essentially been romhacks of the base games. That said, BW2 are the most expansive updated versions and add a ton more content to the map than the other ones do. The fact that the questline is different is the cherry on top, and it actually fixed Unova's biggest issue (the linearity of the map in BW1)

I haven't replayed that yet but I've been replaying the original bw, they are much better than I remember. Young me must have just been mad about the loss of the walking with pokemon feature or having my first nostalgia moment.
