What would you do to balance attacks like Hydro Pump and Fire Blast without RNG?

They are balanced though if we are talking about normal people playing the actual games. You risk missing for the payoff of possibly one-shotting.
Personally if anything I feel like 5pp is too little but whatever.

They either:
Drop stats
Require a recharge turn
Inflict a status on the user
Or have recoil

That's pretty much the only ways we have to balance moves outside of accuracy. I guess you could also have something like focus punch but it probably would still suck compared to the alternatives desu

hmm weird I actually had something different in mind. Like if you would raise the accuracy of all attacks to 100% and eliminate chances to burn or flinch.
The idea of 100% chance flinch and burn is actually pretty good, but not without a disadvantage, because what would be the reason then to use attacks like waterfall or surf anymore?

or maybe -1 Priority? Or normal Priority in the first round, -6 Priority for whatever attack is used in the next round, which would be like a lower version of penalty than having a recharge turn.

Just make flamethrower keep it's effect and Fire Blast doesn't and hell no, RNG is dogshit. That's why using rock types is fucking awful.

Stat modifiers when using attacks. You use Hydro Pump you only use 30% of your speed to calculate turn order (this is reversed in trick room so that you can't cheese it). You use Fire Blast you take double damage that turn. Stuff like that.

it's what annoys me the most and makes some battles unbearable. Missing 3 times in a row with a 95% accuracy attack is the worst. Battles should be about calculating and planning, not luck.

I wouldn't. Risk management is part of the game. That said, if I was forced to, I'd implement a system similar to what WoW did with its Battle Pets. At release they, like Pokemon, would have moves with Accuracy and Base Power. Later they removed Accuracy from nearly all moves and instead made Base Power ranges. You'd have the same average damage over time, just it'd be smoothed out. So, for example, a move with 120 base power and 70 accuracy, would now have a base power of 84-120; basically damage range would just be a lot higher.

Change the pp system to something more like mana or energy and make moves like fire blast and hydro pump take like 50% of your energy. That way you can use them and not worry about missing but you can't spam them every turn. I'd also have a small amount of the energy regenerate every turn and give every pokemon protect as a 5th move that also regenerates more of your energy

Add player input into attacks like QTEs or Action Commands. Stronger moves have more sophisticated commands while weaker moves like Mud Slap are just "hit A during a certain point in the move's animation". Performing the requirements correctly would allow additional effects to occur.

These special requirements are only applied to moves with secondary effects and if your mon does not have Sheer Force.

For some Pokemon, that's their only option. You can't say one's fishing for rng when they'd most likely prefer a stronger move if they had access to it. Besides, 10% chance, even for two potential effects, is pretty dogshit. Neither make up for the pisspoor base power, let alone the accuracy. No idea why GF doesn't just make it base 80 power, 100 accuracy with only the chance to freeze.

Have more strong moves like Close Combat, with consistent drawbacks you can plan around, rather than ones like Focus Blast, where you just cross your fingers and hope the game doesn't decide to fuck you over.
