Bulbasaur makes the most sense but he's given Charizard for shill purposes and because Blue has become synonymous with Blastoise because of Gary in the anime. It's implied he completed the Kanto dex so it doesn't really matter but GF seems to like to pair Red with Bulbasaur when they're not giving him every starter. He also had Bulbasaur in generations though he did have zard in Origins

Kinda sad he's never given Squirtle

They go by starter which is why the english localization keeps their names as they are. In japan their starters are swapped which is why they never changed his name from green.

Pokemon has a multiverse. Bulbasaur, Charmander, Squirtle, and Pikachu are all canon in different timelines.
In the timelines that GSC, HGSS, BW2, SM, and USUM take place in, he chose Pikachu and later acquired all 3 Kanto starters.
In the LGPE timeline, he either picked Bulbasaur and later got a Pikachu, or he picked Pikachu, got Bulbasaur, and never bothered with Charmander and Squirtle.

I agree. I can understand GF not wanting to give him a canon starter in GSC, but honestly, I seriously don't think even my little kid self would've really cared. Blue not having one was the real puzzler for me: I figured they'd at least give him one of the Eevee forms.
